The Instructors at the Colorado Institute of Bail Enforcement are all prior Law Enforcement, Military, Military Special Forces, High Risk Security Officers or Experienced Bail Recovery Agents from around the Country. Each instructor is certified in their own areas of expertise through a governing body, certified educational academy or prior service. With instructors highly skilled and trained in Skip-Tracing, Surveillance, Intelligence, Handcuffing, Martial Arts, Weapons and Special Tactics we are confident that we can offer each student necessary training and education to perform successfully as a Bail Recovery Agent.

Instructors work in rotation on courses to ensure that different points of view and experience are passed along to the students at the Colorado Institute of Bail Enforcement. The Instructors insist on keeping classes small, and allowing more time than allowed by the State of Colorado to ensure that all students graduate with their certificates and feel confident that they have the knowledge, know laws and regulations and have the basic training to excel as Bail Recovery Agents.


J.P. Sheets, C.P.S - Director/Instructor  

The Lead Instructor for all courses is J.P. Sheets, owner and founder of the Colorado Institute of Bail Enforcement and Praetorian Services Group, LLC. As a former US Marine, VIP/Executive and Judicial Bodyguard and a very experienced Bail Recovery Agent and Private Investigator, J.P. Sheets has designed and managed each course offered by the Institute. He is well trained in martial arts, handcuffing, weapons training, intelligence, security and other skill sets and is a guest instructor at many private law enforcement schools around the country. As a firm believer in the right to track and apprehend fugitives, J.P. Sheets has built an ethical and respectable name for himself as a course provider. Mr. Sheets holds many professional credentials that are recognized world wide and is currently a Certified Protection Specialist (C.P.S) and working on his Certified Special Operations Protection Specialist (C.S.O.P.S) credentials from one of the top schools in the country. Mr. Sheets has logged over 9,000 hours of training in various skill sets to make him a more qualified professional.

Kevin Smith - Senior Instructor  

As the Senior Instructor for the Praetorian Services Group Training Division, Mr. Smith is responsible for helping develop all lesson plans training methods on every course offered. He is the main instructor on all Less Lethal, Handcuffing, Arrest Control, Defensive Tactics and Building Clearance Courses. Kevin Smith is a former Law Enforcement Officer with over 15 years in the Law Enforcement Community. He served as a certified instructor with a local Police Department in firearms, less lethal weapons, patrol tactics and other training and was a tactical instructor for the department S.W.A.T Team which he also served on. Kevin also spent time in the Narcotics unit as an Undercover Narcotics Officer. With a wealth of knowledge and experience in Law Enforcement, Special Tactics and Procedures, Mr. Smith has earned the respect of his peers as an impressive and qualified instructor.
